Clay County, MO Special Events & Permits: Street Fair Rules (2026)

26 governs vendor and event activity inside the Clay County park system, the closest thing the unincorporated county's code has to a street-fair or festival vendor ordinance. Subsection (C) prohibits selling or advertising merchandise, goods, or services for sale or hire anywhere in a county park, facility, or on park water, unless the parks director gives written permission or the vendor holds a license under the chapter. Subsection (D) specifically bars erecting or occupying any tent, stand, or other structure to sell or give away food, drink, or anything else without a permit.

Exhibitions and parades each need their own permit under subsections (A) and (B), and any special event, the section lists regattas, fishing tournaments, aerial displays, and water ski exhibitions as examples, needs a permit under subsection (E) regardless of whether goods change hands. Subsection (F) adds that displaying or distributing literature, posters, or fliers anywhere in a park also takes written director permission, and anything posted must come down at the end of the permitted event. Any permit issued under this section for selling or advertising must be conspicuously displayed at all times under subsection (G). 26 is revocable for violating park rules.
