Anaheim restricts where sidewalk vendors may operate through objective location rules in AMC Chapter 4.30. Vending is prohibited within the Disneyland Resort Specific Plan area, within 500 feet of major special-event venues during events, and anywhere that blocks ADA sidewalk access.
Although California SB 946 prevents cities from imposing blanket vending bans, it allows objective restrictions tied to health, safety, and the particular character of a sidewalk. Anaheim uses these carve-outs aggressively because of its tourism corridor. Under AMC 4.30, sidewalk vending is prohibited within the boundaries of the Disneyland Resort Specific Plan (roughly the area bounded by Ball Road, Katella Avenue, Harbor Boulevard, and Walnut Street) where the city has found objective pedestrian-flow and public-safety reasons tied to crowd density. Additional restrictions prohibit vending within 500 feet of the Honda Center, Angel Stadium, and the Anaheim Convention Center during ticketed events, and within certified farmers market footprints during market hours. General sidewalk rules require vendors to maintain a continuous 48-inch ADA clear path on every sidewalk, stay at least 18 inches from the curb, not block driveways, fire hydrants, transit stops, utility access, or crosswalk ramps, and keep a buffer from restaurant patios and storefront entrances. Stationary vending is typically prohibited in single-family residential zones, while roaming vendors (who move continuously and stop only to complete a transaction) may operate citywide subject to the ADA and safety rules. Violations of zone restrictions are administrative infractions under the same fine structure as operating without a permit.
