General sidewalk rules require vendors to maintain a continuous 48-inch ADA clear path on every sidewalk, stay at least 18 inches from the curb, not block driveways, fire hydrants, transit stops, utility access, or crosswalk ramps, and keep a buffer from restaurant patios and storefront entrances. Stationary vending is typically prohibited in single-family residential zones, while roaming vendors (who move continuously and stop only to complete a transaction) may operate citywide subject to the ADA and safety rules. Violations of zone restrictions are administrative infractions under the same fine structure as operating without a permit.
