The Center City Development and Operations (CCDO) Department administers downtown vending programs with designated zones. Two primary programs exist: (1) Downtown Raspa Vending, which allows only raspas and snow cones at designated locations; and (2) Central Business District food vending, which permits hot dogs, raspas, and pre-packaged food at designated spots. Neither program allows roaming vending; vendors must operate from their assigned location only. Downtown food truck vending has separate designated parking locations managed through CCDO. Food trucks must park in approved spots and cannot operate on sidewalks. The River Walk area has additional restrictions and requires coordination with the CCDO River Walk operations team. Vending in parks is regulated separately through the Parks and Recreation Department. Vendors outside the downtown core operate under general SAMHD mobile vending permits without location restrictions (except setback requirements from brick-and-mortar restaurants).
Vending in a non-designated location downtown: citation, fine of $100-$500. Operating outside permitted hours: citation. Permit revocation for repeated violations.
