The Davis checklist expressly covers above-ground pools, requiring three plan or manufacturer-specification sets and the same 5-foot setback and drowning-prevention rules as in-ground pools. Barrier and safety-feature requirements apply once the pool holds water more than 18 inches deep.
The City of Davis Swimming Pool and Spa Checklist lists the 'above ground pool' alongside in-ground pools and spas, calling for three copies of plans or manufacturer specifications with the designer's wet signature, plus the pool equipment schedule and electrical load verification. The 5-foot setback from property lines and easements applies. Any above-ground pool meeting the state definition of a swimming pool (water more than 18 inches deep, Cal. Health and Safety Code Section 115921) is subject to the Section 115922 requirement for at least two of seven drowning-prevention features and the Section 115923 enclosure standards. Above-ground pool walls can help form the barrier only if combined with compliant access controls so a child cannot climb in.
Installing a permit-triggering above-ground pool without approval stops work, and it may not be filled until barrier and safety devices are verified. Leaving an unsecured ladder on a pool used as its own barrier defeats the required isolation.
