Beyond the isolation enclosure, Davis pools and spas must include at least two of seven drowning-prevention safety features listed in the city checklist and California Health and Safety Code Section 115922, and all required devices must be in place before the pool is filled.
Per the Davis Swimming Pool and Spa Checklist and Cal. Health and Safety Code Section 115922, a pool or spa on a single-family lot must have at least two of seven safety features: (1) an isolation enclosure meeting the 60-inch barrier rules; (2) removable mesh fencing meeting ASTM F2286; (3) a safety pool cover meeting ASTM F1346-91; (4) exit alarms on home doors with direct pool access; (5) a self-latching release no lower than 54 inches on such doors; (6) a water-entry alarm meeting ASTM F2208; or (7) other verified equivalent protection. Safety glazing is required in barrier walls within 5 feet of the water where the glazing's bottom edge is under 60 inches high.
Failure to provide at least two approved features fails final inspection, and the pool may not be filled until compliant. Disabling a feature afterward is enforceable, and injury at a non-compliant pool can support civil liability.
