Every residential pool in Monroe County must be surrounded by a barrier at least 48 inches high. Pennsylvania adopts the 2021 International Swimming Pool and Spa Code statewide, so the rule reads the same in every township.
Under 34 Pa. Code Section 403.21 the Commonwealth adopts the 2021 ISPSC, whose Section 305.2.1 sets the barrier at not less than 48 inches above grade around the entire pool. A gap beneath the fence over solid ground cannot exceed 4 inches, and openings cannot pass a 4-inch sphere. Snowy Pocono winters do not suspend the rule: a winterized pool still needs its barrier standing. POA covenants on fence material and color apply on top of the code.
A pool filled without a compliant 48-inch barrier fails inspection and draws a correction order and penalties. A gap wider than 4 inches is a cited defect.
