Washington County building code requires pool barriers for all residential pools and spas per Oregon Residential Specialty Code. Minimum 48-inch (4-foot) barriers with no climbable features. Gates must be self-closing and self-latching. Latches at least 54 inches high or on pool side. The house wall can serve as part of the barrier with door alarms. Pool covers meeting ASTM standards may supplement but not replace barriers. OAR 918-480 provides detailed specifications.
Non-compliant barriers: immediate correction. Fines $100 to $500. Significant liability for drowning incidents.
