Effective January 1, 2026, Cobb County adopted the 2024 International Swimming Pool and Spa Code (ISPSC) with Georgia Amendments. Pool barriers must be at least 4 feet high, measured on the exterior side facing away from the pool. Gates must be self-closing and self-latching; latch mechanisms must be at least 54 inches from the ground and open outward away from the pool. Fence openings must not allow a 4-inch sphere to pass through. Ground clearance at the bottom of the fence must not exceed 4 inches (2 inches on loose material such as gravel or mulch). A valid Cobb County building permit is required before pool construction. Pool builders must hold a valid Georgia General Contractor License or certified pool-builder credential (CBP).
