Any pool, spa or hot tub 24 inches or deeper must be enclosed by a non-climbable barrier at least four feet high with a self-closing, self-latching gate. Openings cannot pass a 4-inch sphere, and the gap under the fence cannot exceed two inches. These are city building-code rules, not county
Coon Rapids, applying the Minnesota State Building/Residential Code, requires all pools, spas and hot tubs at least 24 inches deep to be surrounded by a non-climbable barrier with a self-closing and self-latching gate. Barriers, fences and gates must be at least four feet high; for in-ground pools the barrier must sit at least four feet from the waterline. Fence openings cannot allow a four-inch sphere to pass, and the gap between the bottom of the barrier and grade cannot exceed two inches. Where horizontal rails are less than 45 inches apart, vertical members must be spaced no more than 1.75 inches. Chain-link mesh is limited to 1.25 inches under those conditions.
A non-compliant or missing barrier fails final inspection; no occupancy or fill approval is granted until the fence, gate, and latch pass. Ongoing non-compliance is enforced as a nuisance under City Code 12-511.
