The 48-inch height is measured above finished ground level on the side of the barrier away from the pool, so a barrier that looks tall from inside the yard may still fail. Gates and doors in the barrier must be self-closing and self-latching. If the latching device sits lower than 54 inches above the bottom of the gate, the release mechanism has to be on the pool side.
