Residential pools in unincorporated St. Clair County follow the adopted ISPSC 2012 (and IRC Appendix G, Swimming Pools, Spas and Hot Tubs). Under that code an outdoor residential pool must be surrounded by a barrier whose top is not less than 48 inches above grade, with limited ground clearance and self-closing, self-latching gates. Separately, public swimming pools inspected by the St. Clair County Health Department must comply with Illinois DPH's Swimming Facility Code, which requires the pool area to be completely enclosed by a wall, fence or barrier at least 4 feet high. A pool without the required barrier fails inspection and cannot receive final approval; unenclosed pools may be cited as a nuisance/safety hazard until compliant.
