Sedgwick County/Wichita enforce the swimming-pool barrier provisions of the adopted 2018 IRC for pools capable of holding water more than 24 inches deep. The barrier must be at least 48 inches (1219 mm) above grade measured on the side facing away from the pool, with no more than a 2-inch (51 mm) gap between grade and the bottom of the barrier. Barrier openings must not allow passage of a 4-inch sphere, and access gates must be self-closing and self-latching. Licensed day-care homes with a pool face an additional state rule: K.A.R. 28-4-594 requires a five-foot fence on all four sides.
A pool cannot be filled or approved until the barrier is installed and inspected; noncompliant barriers trigger failed inspections and code-enforcement action under the Unified Building and Trade Code.
