Spartanburg County enforces the 2024 ISPSC barrier standard: a residential pool must be surrounded by a barrier at least 48 inches (four feet) above grade, with no opening large enough to pass a 4-inch sphere. The county publishes these exact requirements.
Under the county's adopted 2024 ISPSC (Β§305.2), the top of the barrier must be at least 48 inches above grade measured on the side facing away from the pool, around the entire perimeter. On non-solid ground (grass, gravel) the gap under the barrier cannot exceed 2 inches; over concrete it cannot exceed 4 inches. Openings cannot pass a 4-inch sphere (Β§305.2.2). Vertical members on closely spaced fences must be no more than 1 3/4 inches apart, and chain-link mesh openings no more than 1 3/4 inches (Β§305.2.6-.8). Pool equipment outside the barrier must sit at least 36 inches from it (Β§305.2.10). Solid barriers cannot have handholds or footholds.
A pool cannot pass final inspection or be legally used until the barrier meets ISPSC Β§305.2. Non-compliant barriers draw failed inspections and county code-enforcement action until corrected.
