Hot tubs and spas in Gilbert must meet pool barrier requirements or have an approved locking safety cover. Permanent installations with electrical connections require building permits.
Gilbert treats hot tubs and spas the same as pools for barrier and safety purposes. Spas must be enclosed by a 5-to-6-foot barrier or have an ASTM-rated locking safety cover supporting an adult's weight. GFCI protection is required for all electrical connections. Spas must meet setback requirements and electrical outlets must be at least 10 feet from water. Permanent installations with electrical and plumbing require building permits from Gilbert Development Services. Portable plug-in units may have reduced permit requirements but still need barrier compliance. Pool/spa maintenance under Section 42-202 also applies to hot tubs.
Spas without barriers or covers face building code enforcement. Unpermitted electrical work is a serious safety violation.
