Selma, CA Swimming Pools & Spas: Hot Tub Rules (2026)

The City of Selma regulates hot tubs and spas under the California Building Code and the Swimming Pool Safety Act (Health and Safety Code Section 115920). Spas and hot tubs with water depth exceeding 18 inches are subject to barrier requirements unless equipped with a safety cover meeting ASTM F1346 standards that can support the weight of two adults and locks securely. When a safety cover is used, it counts as one of the two required drowning prevention features. An additional approved feature such as a door alarm, fence enclosure, or pool alarm must also be installed. All hot tub electrical work requires a building permit and must be installed by a licensed electrician. A dedicated 240-volt GFCI-protected circuit is typically required. The hot tub must be accessible for inspection by the Building Department. Placement must comply with zoning setback requirements, generally at least 5 feet from the rear and side property lines. Hot tubs installed on raised decks must meet structural load requirements. Drainage must be directed away from neighboring properties and must not discharge into the storm drain system. Water treated with chemicals must be discharged to the sanitary sewer, not to the ground or storm drain, per Fresno County stormwater regulations.
