The City of Selma enforces the 2022 California Building Code and the California Health and Safety Code for residential swimming pool safety. All pool drains must be fitted with anti-entrapment covers compliant with the Virginia Graeme Baker Pool and Spa Safety Act and ASTM F2387 standards. Pools with a single main drain must have a safety vacuum release system or suction-limiting vent system. Residential pools must maintain water clarity sufficient to see the main drain from the pool deck. Depth markers must be clearly displayed in contrasting colors at the deep end and shallow end. Electrical installations near pools must comply with the California Electrical Code, including GFCI protection for all outlets within 20 feet of the pool. Underwater lighting must operate at 15 volts or less. Pool equipment including pumps, heaters, and chemical feeders must be located at required setback distances and properly fenced or screened. The Fresno County Department of Environmental Health inspects public and semi-public pools, including apartment complex and HOA community pools, for compliance with Title 22 of the California Code of Regulations. Private residential pools are inspected by the City Building Department during the permit process. Property owners are responsible for maintaining pools in a sanitary condition and preventing standing water that could create mosquito breeding habitats.
Noncompliance with pool safety requirements may result in correction notices from the Building Department. Public and semi-public pools found in violation during county health inspections may be ordered closed until corrections are made. Failure to maintain drain covers or safety equipment may result in administrative fines.
