Sanger enforces the California Swimming Pool Safety Act (H&S Code 115920-115929) requiring at least two approved safety features for all residential pools.
Under California Health and Safety Code 115922, every new or remodeled residential pool in Sanger must include at least two of the following seven safety features: an enclosure meeting barrier standards, a pool cover complying with ASTM F1346, exit alarms on doors providing pool access, a self-closing self-latching device on gates, a pool alarm meeting ASTM E2017, a removable mesh fencing meeting ASTM F2286, or other approved means of protection. All pool drains must comply with anti-entrapment requirements of the federal Virginia Graeme Baker Pool and Spa Safety Act, with drain covers meeting ASME/ANSI A112.19.8. The Sanger Building Division requires pool safety feature documentation as part of the building permit application. Pools must maintain clear and visible depth markers. Residential pools are not required to have lifeguards but property owners bear liability for safety. The city follows the California Building Code Chapter 31 for additional pool construction and safety standards.
Building permits will not receive final approval without verified installation of at least two safety features. Non-compliant drain covers must be replaced immediately upon notice. Code enforcement may issue citations for pools lacking required safety features, with fines starting at $100 per violation. Property owners face significant civil liability for pool injuries where required safety features are missing.
