Sanger does not ban gas-powered leaf blowers but regulates their use under two provisions. Section 38-20 prohibits operating a yard blower in a manner that deposits dust, dirt, or debris onto adjacent properties or public rights-of-way. Section 38-24.4(18)(b) makes leaf blower operation between 10 p.m. and 7 a.m. an automatic public nuisance. California AB 1346 phased out sales of new gas-powered small engines statewide but does not prohibit operating existing units.
Sanger City Code Section 38-20 specifically addresses yard blowers, making it unlawful to operate one in a manner that causes dust, dirt, debris, leaves, or other material to be deposited on adjacent properties or the public right-of-way. This applies regardless of time of day and regardless of whether the blower is gas or electric. Section 38-24.4(18)(b) adds a time-of-day restriction by classifying the operation of leaf blowers and mowing machines between 10 p.m. and 7 a.m. as a public nuisance per se. During daytime hours, blower use is legal as long as debris stays on the operator's property and noise does not rise to the level of unreasonable disturbance. Sanger has not adopted a separate gas blower ban. However, California Air Resources Board regulations under AB 1346 prohibited the sale of new small off-road engines (including gas leaf blowers) beginning January 1, 2024, though existing equipment may still be used. The San Joaquin Valley Air Pollution Control District (SJVAPCD) Rule 4901 limits visible dust emissions, and residents are encouraged to minimize dust-raising activity on Air Alert days given the Central Valley's chronic PM2.5 challenges. Violations of Section 38-20 or 38-24.4 are handled through the nuisance abatement process.
