Sanger, CA Animal Ordinances: Breed Restrictions (2026)

California Food and Agricultural Code Section 31683 prohibits any California city or county from adopting breed-specific ordinances that ban or restrict dogs based solely on breed. Sanger follows this state law and does not have breed-specific restrictions. Instead, Sanger and Fresno County Animal Control enforce dangerous and potentially dangerous dog provisions based on individual animal behavior under California Food and Agricultural Code Sections 31601-31683. A dog may be declared potentially dangerous if it has bitten a person or acted in a manner that required defensive action, or has killed or injured a domestic animal while off the owner's property on two occasions within 36 months. A vicious dog designation applies when a dog has inflicted severe injury or death on a person, or was previously declared potentially dangerous and the behavior continues. Owners of declared dangerous dogs must comply with specific containment, insurance, and registration requirements.
