The City of Selma adopts and enforces the California Building Code and the Swimming Pool Safety Act under Health and Safety Code Sections 115920 through 115929. All residential swimming pools and spas must be enclosed by a barrier at least 60 inches in height, measured from the exterior side. Chain-link fencing must have a maximum mesh size of 1.25 inches unless slats are installed to reduce openings to no more than 1.75 inches. Solid barriers must not have gaps, voids, or openings that would allow passage of a 4-inch sphere. Horizontal members must be spaced at least 45 inches apart to prevent climbing. Gates must be self-closing and self-latching, with the latch mechanism located at least 54 inches from the ground on the pool side. Pedestrian gates must open away from the pool area. Doors from the home providing direct access to the pool must have an exit alarm or self-closing and self-latching hardware. Property owners must select at least two of seven approved drowning prevention safety features for new or remodeled pools, including pool fencing, safety covers, exit alarms, self-latching devices, pool alarms, or other approved measures. The Building Department conducts inspections to verify barrier compliance before a pool receives final approval. Existing pools that undergo remodeling valued at more than 25 percent of the replacement cost must also comply with current barrier requirements.
Failure to maintain required pool barriers may result in code enforcement action. The Building Department may issue correction notices requiring immediate compliance. A building permit will not receive final approval until all barrier requirements are met. Repeated noncompliance may result in administrative fines and referral to the City Attorney.
