Reedley enforces the California Swimming Pool Safety Act (Health and Safety Code Sections 115920-115929), which requires all residential pools and spas to have approved safety barriers before they can be filled with water. Pool enclosures must be at least 60 inches tall with self-closing, self-latching gates, and the city adopted the 2022 California Building Code under Reedley Municipal Code Title 9, Chapter 1, Section 9-1-1, which incorporates these barrier standards into all new pool construction and remodel permits. Property owners building or remodeling a pool must select at least two approved safety features from the list in Health and Safety Code Section 115922, which includes pool fencing, approved safety covers, door alarms, and self-latching mechanisms. The Building Division reviews pool barrier plans during the permit process and conducts inspections to verify compliance before the pool may be used. Chain-link fencing used as a pool barrier must have mesh openings no larger than 1-3/4 inches, and all materials must be durable and non-climbable.
All residential swimming pools in Reedley must comply with the California Swimming Pool Safety Act and the 2022 California Building Code as adopted under Reedley Municipal Code Title 9, Chapter 1, Section 9-1-1. Pool barriers must be a minimum of 60 inches in height measured from the exterior side of the barrier. Fence openings, including chain-link mesh, must not exceed 1-3/4 inches to prevent children from using them as footholds for climbing. Horizontal rails or decorative elements that could serve as footholds must be spaced at least 45 inches apart on the exterior face of the barrier, or the design must otherwise prevent climbing. All gates in pool barriers must be self-closing and equipped with self-latching mechanisms, with latches positioned at least 54 inches above the ground on the exterior side when the release mechanism is not protected by a barrier or cover. Doors from the dwelling that provide direct access to the pool area must have self-closing devices and audible alarms meeting UL 2017 standards, which alert occupants when the door is opened. The alarm must produce a sound of at least 85 decibels at 10 feet and automatically reset after the door is closed. Property owners building a new pool or remodeling an existing one must select at least two approved safety features from the list in Health and Safety Code Section 115922, which includes an enclosure meeting barrier standards, an approved safety pool cover, exit alarms on doors providing direct pool access, and self-closing and self-latching mechanisms on gates and doors. The Reedley Building Division reviews pool barrier plans during the permit process and conducts field inspections at multiple stages of construction, including a barrier inspection before the pool is filled. Existing pools that undergo renovation or change of property ownership must also be brought into compliance with current barrier standards. Removable mesh fencing meeting ASTM F2286 standards is an accepted barrier type when properly installed with self-closing gates. The bottom of the barrier must be within 2 inches of the finished ground surface, and the barrier must be continuous with no gaps that would allow a small child to pass through. Contact the Building Division at (559) 637-4200 for permit inquiries and to schedule inspections.
Failure to maintain compliant pool barriers is a violation of the California Building Code and may result in code enforcement action by the city. The Building Division may issue notices of violation requiring corrective action within a specified period. Continued noncompliance can result in administrative citations and escalating fines. Property owners may also face significant civil liability for injuries resulting from inadequate pool barriers under California premises liability law, particularly involving child drowning or near-drowning incidents.
