Reedley addresses abandoned and inoperative vehicles through two code sections. When a code enforcement officer determines that an inoperative, wrecked, dismantled, or abandoned vehicle exists in violation of the chapter, the officer may issue a citation and order removal as a public nuisance under the administrative citation procedures in RMC Title 1, Chapter 12. The citation must advise the property owner and vehicle owners of the right to request a hearing within 15 days of mailing. RMC Section 6-2-4 separately limits the number of disabled or unregistered vehicles: no more than two may be stored in any rear yard in a residential zone, and only one may be stored in any front yard. All such vehicles must be in an enclosed space, carport, or behind a 5-foot solid fence. These provisions supplement state Vehicle Code provisions and other applicable regulations.
