Swimming pool permit rules in Prince George's County, MD β also covering above-ground pools, in-ground pools, and spa installations β set fencing, barrier, alarm, and inspection requirements.
Prince George's County requires a DPIE building permit to install any residential pool, spa or hot tub, plus an electrical permit for equipment. The County enforces the International Residential Code adopted under the Maryland Building Performance Standards and amended by County Code Subtitle 4.
DPIE administers residential building permits countywide in unincorporated Prince George's County and most municipalities. A pool is a structure, so an in-ground or permanent above-ground pool needs a building permit; the pool and its barrier fence are usually reviewed together, and a separate electrical permit covers pumps, lights and bonding. Maryland's Building Performance Standards require every jurisdiction to enforce the IRC, and the County adopts and amends it through Subtitle 4 (currently the 2018 edition, moving to 2021 per DPIE bulletins). Homeowners apply through DPIE's online portal, submit a site plan showing the pool and setbacks, and pass a final barrier inspection before filling the pool.
Building without a DPIE permit lets the County issue a stop-work order and civil citation under Subtitle 4 and require an after-the-fact permit. Final approval is withheld until the barrier inspection passes, so an unpermitted pool cannot be filled.
