Under F.S. 515.27, a residential pool in Safety Harbor must have at least one of four approved safety features at final inspection. These include an enclosed barrier meeting state spec, an approved manual or power safety cover meeting ASTM F1346, exit alarms on all doors and windows providing direct access to the pool, or self-closing self-latching devices on doors. The Pinellas County Health Department inspects public and semi-public pools annually. Drowning is the leading cause of death for Florida children ages 1-4, which is why the city strictly enforces these provisions.
Removing or disabling required safety features after final inspection is a second-degree misdemeanor under F.S. 515.29 and may trigger code enforcement penalties.
