Under FS 515.27 and Clearwater code enforcement, every residential pool must have at least one of: a 48-inch perimeter barrier, an approved safety pool cover, exit alarms on all doors and windows providing direct pool access, or self-closing self-latching devices on those doors. Pools must remain sanitary and free of stagnant water that could breed mosquitoes. A pool that has become hazardous, including green or abandoned pools, is treated as a public nuisance under Clearwater's Property Maintenance Standards and may be abated by the city at the owner's expense.
Disabled barriers, missing alarms, or hazardous green pools can result in code-enforcement liens, abatement costs, and second-degree misdemeanor charges under state law.
