Clearwater Code Chapter 22 establishes park use regulations, with most city parks closing at 11:00 p.m. or sunset and entry prohibited during posted closed hours.
Article II of Clearwater Code Chapter 22 (Parks, Beaches, Recreation) regulates the use of city-owned parks and beaches. Park hours are set by the Parks and Recreation Department and posted at each location. Most neighborhood parks close at sunset, while signature parks such as Coachman Park operate until 11:00 p.m. or 11:59 p.m. depending on programming. Entering, remaining in, or using a park during closed hours is prohibited unless authorized by permit or department staff. Chapter 22 also restricts overnight camping, fires, alcohol, and motorized vehicles outside designated areas. Violations are misdemeanors punishable under Section 1.14 of the city code, and police may eject violators.
Trespassing in a closed park can lead to ejection, citation as a municipal misdemeanor, and fines up to the limits set in Section 1.14, plus possible state trespassing charges.
