San Angelo Code Article 7.03 adopts the Texas Department of State Health Services "Standards for Swimming Pools and Spas" and requires an operating permit for every public or semipublic pool and spa, other than Class C pools. Permits are issued by the City of San Angelo/Tom Green County Health Department and expire March 31 each year. Inspectors may immediately close a pool that is an imminent health hazard. All pools must have anti-entrapment drain covers under the federal Virginia Graeme Baker Pool and Spa Safety Act.
A pool found hazardous is closed immediately and its permit suspended until it passes reinspection and pays a reinstatement fee. Using a pool under a closure order revokes the permit.
