The County Code does not publish a specific cart-placement fine. Missed or skipped pickups from late or crowded set-out are handled as service issues by Recology. Carts that obstruct sidewalks or roads, or spilled rubbish that creates visual blight, can be cited as a public nuisance under Sec. 1.06.030 and abated through Chapter 1.03 (administrative citations commonly $100/$200/$500 within a year).
