Baltimore regulates the placement and storage of trash and recycling bins, requiring containers to be at the curb only on collection days and stored out of public view otherwise.
Trash and recycling carts must be placed at the curb with handles facing the house and lids closed. Carts should be placed on the curb or within 3 feet of the curb edge, not blocking sidewalks, driveways, or fire hydrants. Carts must not be placed in the street or gutter. After collection, carts must be retrieved and stored behind the front building line, in a rear yard, or in a side alley out of public view from the street. Carts must be spaced at least 3 feet apart and 3 feet from any obstruction for automated collection arm access.
Leaving carts at the curb beyond collection day or storing them in public view may result in citations starting at $50. Blocking sidewalks with carts may result in ADA-related complaints and enforcement.
