Carts designed for mechanical collection must be placed at the curb or roadside by the generator before collection time, and receptacles placed in the street may be no more than three feet from the curb, positioned within manageable reach from the curb line. The generator must provide safe access so as not to jeopardize the hauler, its equipment, or the motoring public. Curbside or roadside placement is limited to 24 hours before pickup and 24 hours after. Loose or improperly contained waste that creates a litter or nuisance hazard is prohibited under MCC 8.05.120.
Non-compliant placement can result in missed collection and is enforceable under the county solid-waste code (MCC 8.05); persistent violations may be pursued as nuisances under MCC 8.10.
