Cities set curb timing. Coon Rapids lets carts go out at 4 p.m. the day before collection and requires return by midnight on pickup day, placed 2 feet behind the curb; Blaine limits curbside containers to 24 hours.
Bin placement is a city rule, not a county one. Coon Rapids requires carts be placed behind the curb (on the driveway or boulevard), at least two feet back and three feet apart; carts may go out starting 4 p.m. the day prior to collection and must return to storage by midnight on the pickup day. Blaine (BCO 62-33) requires refuse, recyclables, and yard waste be set out within two feet of the curb on the pickup day and not left curbside more than twenty-four hours. Carts blocking the street violate right-of-way rules (Blaine BCO 70-3).
Repeated early or late cart placement is a property-maintenance violation; warnings escalate to administrative fines.
