Section 138-42 governs cart placement. Outside the French Quarter/Downtown Development District, carts go out before 5:00 a.m. on the collection day but not before 4:00 p.m. the prior day, and must be removed as promptly as possible but no later than 8:00 p.m. In the French Quarter/DDD, waste goes out before 4:00 a.m. and carts must be pulled in by 9:00 a.m. It is unlawful to leave carts at the curb except on collection days.
