Broome County, NY Trash & Recycling: Bulk Item Disposal (2026)

A of the Solid Waste chapter lets each town, city and village in Broome County hold a municipal cleanup day twice a year, and on that single day the county waives its own landfill tipping fees for eligible waste brought in under the program. Eligibility runs to Broome County municipalities and projects of the Broome County Land Bank; each municipality applies annually to set its own waiver date. Wastes covered include bulk items, white goods, scrap metals, and material from illegal dump site cleanups, plus other waste generated by a special, municipal-wide cleanup effort.

General household solid waste, leaves and yard waste, and construction and demolition debris collected through ordinary weekly service are specifically excluded from the waiver. The waived amount for any single applicant is capped at the tipping fee for the eligible waste from that cleanup day alone; the county will not reimburse the cost of collecting or trucking the material to the landfill, which stays the municipality's responsibility. Across the whole county, the fee-waiver program cannot exceed $115,000 in a calendar year, and the Division of Solid Waste Management writes the operating regulations that implement it, filed with the Clerk of the County Legislature.

A near-identical waiver exists separately, under Chapter 247, Article XIV, for debris from a declared natural or man-made disaster, available to property owners whose damage is not otherwise covered by insurance or emergency assistance.
