Summary
Pulaski County's sanitation department hauls away bulky items like old appliances, furniture, tires and metal auto parts twice a year for free at any residence with an active sanitation account. Extra bulk pickups cost $40 a trip, heavy items must sit within five feet of the curb, and rushed or oversized special collections carry their own minimum $40 fee under Code § 8-19.
(a) The Department will provide two (2) trips per year to each residence with an active sanitation account, upon request, for the collection of heavy items enumerated in section 8-17(d)(4)-(6) at no additional cost to the residents. If a residence with an active sanitation account requests any subsequent collections of heavy items enumerated in section 8-17(d)(4)-(6), each additional trip will be billed to the residence in the amount of forty dollars ($40.00) per trip. (b) Heavy trash items shall be placed within five (5) feet of the edge of the public road or street curb line nearest to the property of the residents. (c) In the event a resident has a large amount of heavy trash or desires more rapid collection, the resident may call the Department to arrange for a special collection. A special collection fee of a minimum of forty dollars ($40.00) shall be charged to help defray costs of equipment and personnel for providing this additional service.

Full Breakdown
Bulk collection covers the items § 8-17(d) carves out of ordinary "solid waste": household appliances such as stoves, refrigerators and freezers, furniture, tires, metal automobile parts, and similar items that could damage collection equipment. Section 8-19(a) entitles every household with an active sanitation account to two free heavy-trash trips per year, on request; a third or later request in the same year is billed at $40 per trip. Placement follows the same curb rule as weekly garbage under § 8-18(a): heavy items go within five feet of the edge of the public road or street curb nearest the residence, though § 8-18(c) lets the department also service qualifying private roads that are passable to a garbage truck, carry three or more households, and have a signed maintenance agreement.
Residents with an unusually large load, or who don't want to wait for a scheduled trip, can call the department under § 8-19(c) to arrange a special collection; the department sets the exact charge, with a minimum of $40, based on the trip length, crew size and time required. Section 8-19(d) suspends normal collection on county holidays designated by the county judge and quorum court, with advance notice given by newspaper, radio and television about whether pickup happens on the holiday or is simply pushed to the next service day.
Bulk collection is billed and administered separately from the routine weekly solid-waste fee set under § 8-20, and both are collected either on a resident's water bill or, for unmetered households, on a quarterly bill from the department.
Violations & Fines
Unlawful acts tied to solid waste collection, including dumping bulk items outside the program or interfering with collection, are enforced under §§ 8-22 and 8-23: a first conviction draws a fine of at least $500, a second up to $1,000, and a third offense tied to a commercial enterprise can bring a $1,000 fine plus removal of the improperly disposed waste at the violator's expense.
