Pasco handles bulky disposal through a transfer-station coupon program and curbside bundling rules in Chapter 8.05 of the Pasco Municipal Code. Under PMC 8.05.260 (Special collection and residential coupon program), the solid waste contractor issues two residential coupons per residential premises each year for disposal privileges at the contractor's transfer station. Each coupon is valid for one day during the transfer facility's operating hours and is redeemable within the calendar year issued. Accounts existing or initiated before June 30 get two coupons; new accounts after June 30 get one. On the day a coupon is used, there is no cost for the first 500 pounds of eligible waste delivered; standard charges apply above 500 pounds. Up to four automobile tires and up to two appliances may be included, but appliances containing freon carry a $35.00-plus-tax charge. Dirt, rocks, sod, concrete, asphalt, roofing and similar materials are not accepted under the coupon. Commercial accounts (businesses, apartments, mobile home parks and industrial customers) are not eligible. For curbside bulky brush, PMC 8.05.160 (Bundling) allows boxes, cartons, shrubs, trees under six inches in diameter, small limbs and lumber strips to be cut and tied into bundles no longer than five feet and no more than two feet in girth, not exceeding 65 pounds. The transfer station stays open at least 8:00 a.m. to 5:00 p.m. Monday through Saturday except holidays (PMC 8.05.300). Residents should plan large cleanouts around their two coupons and the bundling limits.
Exceeding the 500-pound coupon limit, including excluded materials (dirt, concrete, roofing) under a coupon, or setting out bundles over five feet long, two feet in girth, or 65 pounds may result in standard charges or refused/missed collection. Commercial accounts do not qualify for residential coupons.
