Pasco residents receive weekly curbside garbage collection through the city's contracted hauler, Basin Disposal, using wheeled carts. PMC Chapter 8.05 governs collection, points of collection and weight limits. Carts may go to the curb only during the 24-hour window before collection.
Solid waste collection in Pasco is governed by Chapter 8.05 of the Pasco Municipal Code and provided by the city's contracted solid waste collector, Basin Disposal, which serves Pasco residents with weekly curbside garbage pickup using wheeled carts. PMC 8.05.200 (Points of collection) directs that residential solid waste be placed at the street curb or in an alley as designated by the city or collector; commercial and industrial points of collection are the service entrances located on alleys or service roads. Contractor-furnished automated carts are set at the edge of the street curb, at the edge of the roadway shoulder on non-curb streets, or at the edge of the alley for alley pickup. PMC 8.05.090 limits curbside cart placement to a 24-hour window starting at 7:00 p.m. the day before collection and ending at 6:59 p.m. on collection day, with carts otherwise stored behind the front-yard setback line. There are weight limits: under PMC 8.05.180, no bundle, can or container set out for removal may weigh more than 65 pounds when filled unless the city or collector authorizes a greater weight. The code also prohibits scavenging - no unauthorized person may take or remove solid waste, including recyclables, placed out for collection (PMC 8.05.130). An additional charge may apply if a container is kept in a basement, behind locked doors or is otherwise not readily accessible. Residents should set carts out on schedule, keep them under the weight limit, and contact Basin Disposal at 509-547-2476 for service questions.
Setting out overweight containers (over 65 pounds, PMC 8.05.180), leaving carts at the curb outside the allowed window, or improper placement can result in missed pickup or code enforcement. Scavenging from set-out containers is prohibited under PMC 8.05.130.
