040(1) requires outdoor storage and trash collection areas in a commercial or industrial zone to be screened from any adjacent residential zone and from residential zones across a public street or alley, and requires sight screening from all adjoining properties for such areas in the C-1 retail business zone. Screening on lots adjacent to or visible from more than two dozen listed arterials, including Court Street, Road 68, Sandifur Parkway, and Highway 395, must obscure the outdoor storage from those streets. Section (1)(d) allows two screening methods: dense evergreen shrubs or trees maintained to a minimum six-foot sight-obscuring height within two years of planting, or a solid or sight-obscuring fence or wall at least six feet tall.

Subsection (2) requires a six-foot-high continuous solid screen on commercial and industrial side and rear yards adjacent to residential districts, and subsection (3) allows up to 20 linear feet of the screening per street or alley to be left open for security sightlines. Subsection (4) specifically targets dumpster enclosures: trash collection areas serving multiple dwellings and those located in office, C-1, CR, BP, and C-3 districts must be located within a six-foot-high site-obscuring structure providing a visual screen from any abutting street, and the enclosure and trash receptacles may never be placed within the required front yard setback area.

Subsection (5) separately bars loading and service areas from facing a residential zone unless no other location is possible, requiring a sight-obscuring structure matching the building's architecture, set behind any landscape buffer, at least 10 feet tall, with increased tree and shrub planting rates along the buffer.
