Unincorporated Mendocino County does not set bulky-item rules in the County Code; instead the franchised hauler, Redwood Waste Solutions, gives residential customers two free bulky-item collections per year, and County transfer stations accept mattresses, appliances, and large items, some for a fee.
The Mendocino County Code does not contain a specific bulky-item collection schedule; disposal of large items in the unincorporated County is handled through the franchised hauler and the County's transfer-station network under the general Title 9A solid-waste framework. Redwood Waste Solutions, the franchised collector for much of the County, allows residential customers in service areas such as Fort Bragg, unincorporated Fort Bragg, Albion, Mendocino, Comptche, unincorporated Ukiah, Redwood Valley, Potter Valley, and Hopland to have 'two (2) bulky Items collected per year at no charge,' which 'typically include a piece of furniture or an appliance.' Prior arrangements must be made by phone, and collection of additional bulky items beyond the two free pickups can be arranged for a fee. Residents may also self-haul large items to the County's transfer stations and recycling centers operated by Redwood Waste Solutions and the Mendocino Solid Waste Management Authority (MSWMA). Mattresses that are clean, dry, and non-foam are accepted free at certain transfer stations, while foam or soiled mattresses are accepted for a fee, and appliances such as refrigerators, freezers, and air conditioners are accepted with a possible Freon-removal fee. Illegal dumping of bulky items remains a public nuisance under Chapter 8.75 and can be abated at the responsible party's cost.
There is no specific bulky-item penalty in the County Code. Dumping large items illegally is a nuisance under Chapter 8.75 (Sections 8.75.040(C)-(E)), which allows summary abatement and recovery of cleanup costs from the identified dumper or the property owner.
