All commercial solid waste collectors doing business in the unincorporated area of the County shall be required to provide for the collection of bulky rubbish on an annual basis. Payment for the collection of bulky rubbish shall be included in the monthly fee charged by the collector and prorated over a twelve month period. Section 3031.4 of the Jackson County Solid Waste Management Ordinance requires every commercial solid waste collector doing business in the unincorporated area to provide bulky rubbish collection on an annual basis. The charge is folded into the collector's monthly fee and prorated over twelve months, and it applies to all of a collector's customers regardless of whether they actually use the pickup. Per Section 3000, Chapter 30 governs only areas outside incorporated cities, towns and villages, so Kansas City, Independence, Lee's Summit, Blue Springs, Grandview and Raytown residents are covered by their own municipal trash ordinances instead. Violating the chapter, including this bulky-rubbish requirement, is enforced by the county's Solid Waste Management Director under Section 3074.
