The county is divided into five such areas, A through E, mapped and incorporated by reference into Chapter 23 under Section 23-31, and the Board of Supervisors can adjust those boundaries by resolution.

Section 23-33 requires the Division to issue collection permits only to established collectors capable of handling the waste stream, and requires each permitted collector to post a minimum $50,000 security bond to guarantee continuous, faithful service under the permit terms. Section 23-34 ties a permittee's authority to the specific territory listed in its permit, so a contractor authorized in one service area cannot legally collect in another.
