48, Residential Recycling Collection, sets minimum curbside service levels for the WUTC-regulated hauler serving unincorporated Kitsap County; the schedule is a floor, not a ceiling, and the company can collect more often if it chooses. 040(1)(D), governing single-family accounts, states plainly: recyclable material specified in the current Kitsap County Solid and Hazardous Waste Management Plan must be collected at least every other week, and recyclable material will be collected on the same day of the week as garbage collection. 040(2)(C) applies the identical every-other-week minimum to multifamily accounts.

040(3)(D): compostable organics will be collected at least every other week on the same day as garbage collection, unless the company demonstrates to the solid waste division that an alternate schedule increases route density. 070(4) requires the company to distribute a printed calendar of collection dates to every customer, listing both its own phone number and the WUTC consumer affairs line.
