2440 of the Unified Development Order, "Trash Enclosures," applies to exterior non-residential trash storage containers, including commercial dumpsters and roll-off containers placed outside a building in the unincorporated county. Where screening is required by the applicable zoning district or development plan, the container must be screened so it is not visible from off the property. If an individual trash enclosure is used rather than a building-integrated storage room, its walls must be masonry, a decorative wall, or a fence, and it must include a gate; the code expressly forbids plastic or vinyl gate material.

The gate and enclosure must be painted to match the color of the walls or fence and of the building it serves, tying the enclosure's appearance to the principal structure rather than leaving it as a bare utilitarian box. This section sits in Division 7, "Other Design Standards," of Article VII (Development Design Standards), the same division that sets lighting, geotechnical, and vertical-wall standards for non-residential and multi-family development, and it is administered by the Planning Division and Code Enforcement during site plan and building permit review rather than by a separate solid-waste hauler ordinance.
