82(a) of the Seminole County Code requires that all accumulated Waste, other than Recyclable Material stored in recycling bins, be kept in a Commercial Container until collection. 82(b) sets seven specific construction standards: containers must be free of leakage, built to prevent the escape of odors, made of nonabsorbent waterproof material, equipped with handles or otherwise designed for safe collection, free of jagged or sharp edges, and fitted with tight covers that keep out flies, insects, and animals; plastic disposal bags are allowed only if they are heavy-mil, waterproof, and securely closed.

Containers must also be kept sanitary and washed periodically in a bleach or other sanitizing solution often enough to prevent offensive odors. 82(c) adds that every Commercial Container must meet applicable OSHA and other federal, state, and local requirements, and must be either constructed or permanently secured with chains or cables so it cannot tip over or spill, with impervious lids that stay securely fastened when the container is not in use to keep out insects and animals and to prevent injury. 83 separately requires the certificate holder servicing these containers to keep a local office with a toll-free number and a responsible person on duty during normal working hours, backed by an answering service or mechanical device after hours.
