Sarasota County, FL Trash & Recycling: Dumpster Rules (2026)

Section 106-47(e) of the Solid Waste Code, covering "Commercial Customers utilizing Commercial Container Collection," sets the physical placement standards for dumpsters and roll-off style containers serving commercial and industrial customers. The pad requirement is specific: containers must sit on a paved level surface, preferably a concrete pad six inches thick, and every approach the collection truck uses to reach the container must be able to support its weight, an acknowledgment that undersized pads crack under a fully loaded packer truck. Enclosures are mandatory for any commercial container unless it is stored inside a permanent, walled and roofed building.

Where an enclosure is required, the code sets a floor on its size: a minimum internal dimension of 12 feet by 12 feet, built to current building code, with gates providing a clear opening of at least 12 feet and equipped with a device to hold them open during service. Every gated enclosure must carry a NO PARKING sign no larger than two square feet, with letters at least three inches high and three-quarters of an inch wide, printed in a color that contrasts with the enclosure itself.

Location matters too: the container and its truck approach must stay clear of overhead wires, fuel tanks, fuel fill ports, septic systems, and low-hanging tree limbs, and it may not sit in a public easement or right-of-way without the Executive Director's prior written approval. Commercial customers can supply their own container as long as it is compatible with the Franchisee's collection equipment, or lease one from the Franchisee, and the code sizes the container to the customer's generation rate under the collection frequency set in § 106-41(c).
