140 sets landscape planting and visual screening standards for the Wailuku Redevelopment Area, covering parking lots, service and loading areas, utility substations, and trash enclosures side by side. Subsection B(1) is the trash-enclosure rule: every outdoor trash storage area must be screened on a minimum of three sides by a wall or hedge standing at least 6 feet high, and any screening wall has to be painted, surfaced, or otherwise finished so it blends into the development it serves rather than reading as bare concrete block.

The only carve-out is for single-family dwellings and duplexes, whose trash areas do not have to be screened at all under this subsection. Commercial dumpsters and multi-family refuse enclosures inside the WRA do not get that exemption regardless of size. The same section separately requires utility substations to be enclosed by a solid wall or fence with a screening hedge at least 5 feet high, and loading areas in general to be screened from adjoining residential and multi-family lots by a wall at least 6 feet high, so a commercial site placing a dumpster near a loading dock may need to satisfy both standards at once.

39 governs only the WRA, the district around Wailuku's historic town center administered jointly by the Maui Redevelopment Agency and the Department of Planning, this specific screening threshold does not automatically extend to dumpster placement elsewhere on Maui, Molokai, or Lāna'i, where general commercial zoning standards apply instead.
