4(e) governs a specific class of container: three-cubic-yard bins designed for mechanical handling, the kind a collection truck lifts with its pickup forks rather than a crew emptying by hand. The section imposes two placement rules at once. The prohibition side is absolute: these containers may not be placed on the street or on the sidewalk, so a business cannot stage its bin at the curb the way a household rolls out a cart. The affirmative side is just as specific: the container must sit within the property to be served, and not merely anywhere on the parcel, but in a location directly accessible to the pickup forks of the collection truck.

A bin tucked where the truck cannot engage it directly fails the section even though it is off the street. The access route matters too. The roadway serving a three-cubic-yard container must meet the same requirements Honolulu applies to collection on private roads and nonstandard private roadways under subsection (b), with one added limit: the roadway grade may not exceed 12 percent. On Oahu's sloped lots that grade cap can decide where on a property the container can lawfully live, since a spot up a steeper drive is off the table no matter how convenient.
