Recyclable materials shall be set out separately from refuse intended for disposal and contained as described in Sec. 22-20(b) and (c) to prevent leakage or spillage but not to preclude visual identification and inspection. Non-residential recycling containers shall be not less than 25% of the volume of accompanying refuse containers.

Three civil penalties imposed on the same business for the same or similar violation within a 24-month period escalate the matter to a Class 3 misdemeanor.
