Section 38-296(d) layers on separate permitting for bulk waste containers used with mechanical collection equipment: no container may be placed on a property until the owner or leaseholder applies for a permit from the director of the Department of Environmental Services, with a placard or permit certification kept posted on the container.

A bulk waste container service company that has not received proof of an issued permit within 45 days of first delivering the container must remove it. Except in cases of documented hardship approved under a special permit, bulk waste containers cannot sit in the front yard area (from the front property line to the front building line); a hardship placement still requires the same seven-foot opaque screening. if it sits within 300 feet of a residential use (Sec. 38-298(d)).
