Section 14-26(b)(2) governs commercial dumpster and container service in the unincorporated county outside Placitas, where commercial collection stays open-market rather than routed through the exclusive residential franchise hauler. , or as otherwise designated by the county manager,' giving haulers a fixed daily access window unless the county manager sets a different one. The county manager also has authority to require more frequent collection where necessary to protect public health.
