5. Storage and Service Areas. a. Service and delivery bays shall not be oriented to the street frontage. b. Title 18J PCC, including the dumpster screening and setback standards, is enforceable under PCC 18.140.020 as a Development Regulation. A property built or altered without required screening or setbacks is subject to a written correction order, and noncompliance can draw a civil penalty of up to $2,500 for each day the violation continues or, if prosecuted, a misdemeanor with up to a $1,000 fine and 90 days in jail under PCC 18.140.050. The County can also withhold or revoke permits and approvals for the project until the enclosure is brought into compliance.
